It is the provincial crown prosecutors that are charging homeowners. They are the ones that can prevent these charges from being laid. In Ontario, here, Doug Ford can instruct the At. General to instruct his underlings to stop charging homeowners in self defense situations. It is the perpetrator that puts his life in danger when illegally entering.
It isn't the Law that's at issue here, it's the enforcement regime, which currently is extremely slanted against self-defence in the home. "The process is the punishment" is a cliche that's absolutely true. You win the case but are bankrupted by legal fees. Some victory!
and one would call the RCMP why? Only if you don’t have the real estate to deal with the aftermath should you call the RCMP to avail yourself of their form of ‘help’. Just an old man’s point of view

The same now in Alberta. Danielle Smith instructed the police and prosecution not to lay charges in cases of self defense.
