Canada does have plenty of refining capacity however we are still constrained by the price of oil and distillates as they are commodities. When world prices go up, our price at the pumps goes up too. But at least we should not have fuel shortages, like other countries are dealing with.

Well Diesel is less refined then Gasoline. It is cheaper to make and carries the vehicle much further. So being that you can go further on it. They raise the taxes for it. Despite the consistent failures of Ottawa's policies, Canadians consistently see more government as the solution to all our problems. And Ottawa is always there to provide more failed solutions. I worked at a gas station from 2003 to 2006 on an island off the coast of British Columbia. I remember how diesel was being sold as a cheaper alternative for fuel. People, particularly those with work sized vehicles, were either buying new diesel vehicles or in many cases having their engines converted to accept diesel. It was all the rage as a way to save on fuel costs. I can't believe how much it now costs 20 years later.
