Bell slashed 700 positions, because as revenue is drying up and these weren’t the bottom workers but management positions as well. Imagine how bad government services will be because even a huge growth in government workers service at government agencies are pitiful. Air Canada is cutting 400 management jobs , and anyone who has flown lately knows what a nightmare it can be. I was under the understanding that Algoma Steel was retooling to move away from coal-fired steel heating systems to electric, and a majority of the money the government sent them was to be used to retrofit and upgrade to an all-electric smelting system. Additionally, the company shifted its focus to primarily handling recycled steel and decided to reduce its ore mining activities. All these changes, coupled with the phasing out of jobs and migration of a lot of their workforce to retirement, resulted in the 1000 job loss number. So, the current situation is not surprising given that companies have shifted from coal-fired processes to electric ones. I'm not sure how the phase-out of mining will fly, as the estimate assumes you're getting back enough steel to keep your smelting process full. But if you're only selling into a Canadian market, then you can downsize to avoid running out.

They would not be just selling steel to the Canadian market. By converting to electric arc furnaces, the steel produced would be considered “green” and would be more readily accepted in the European market.
